LC4500/L runs great. 120v 10.5amp air compressor cause a chug chug chug in engine rpm when engaging. Smooths out in 5 to 10 seconds. Is this a governor linkage adjustment issue?

Can I slow down my LC4500I generator? It is set to run at 3600 rpm.
